Métropole du Grand Paris, Bolt and Stellantis, together, aim to bring autonomous vehicles by experimentation to Greater Paris from 2028

Partners candidate to ADACities program and plan to introduce autonomous mobility services in up to five municipalities, with ambitions to expand beyond 30 municipalities by 2030
PARIS, October 23, 2026 - Métropole du Grand Paris, Bolt and Stellantis today announced plans to introduce autonomous mobility services by experimentation across Greater Paris through a pilot program submitted to the European Commission's ADACities initiative. Starting from 2028, the ambition is to expand to around 30 municipalities by 2030.
“The Greater Paris Autonomous Driving Living Lab” brings together Métropole du Grand Paris, representing Paris and its 129 surrounding municipalities, Stellantis’ L4-Ready Platforms™ and vehicle engineering expertise, and Bolt’s expertise in European mobility and deployment. Together, the partners aim to explore how autonomous mobility technologies can be integrated into European cities, potentially providing a model for wider adoption. The project will assess how autonomous vehicles could complement existing public and private transport services and address unmet mobility needs, including first- and last-mile journeys, access to employment hubs, off-peak travel and major events.
The project has been submitted to the European Commission's Autonomous Drive Ambition Cities (ADACities) initiative, which aims to support the wider deployment of autonomous mobility across European cities. As part of ADACities, the project aims to provide a real-world framework for assessing the operational, societal and regulatory conditions required for autonomous mobility services in dense urban environments. The insights generated will support both public decision-making and the future development of autonomous mobility solutions in Europe.
Initial deployments are planned across up to five municipalities in north-west Greater Paris This phase would assess operational performance, safety, integration with public transport networks, and the economic, social, and environmental impacts of autonomous mobility services. In a second phase, the project will assess the conditions for a potential wider deployment across Greater Paris, with the ambition of moving towards commercial operations by 2030, subject to the necessary approvals.
Bringing autonomous mobility into everyday transport
Greater Paris has one of Europe's largest and most complex transport networks, with 7.2 million inhabitants. While major investments such as the Grand Paris Express are expanding public transport connections, gaps remain in access to employment areas, first- and last-mile journeys and services outside peak hours.
The experimentation aims to assess how autonomous vehicles can complement existing public transport and help address these gaps. Beyond testing the technology itself, the project also aims to provide public decision-makers with robust evidence on the benefits, limitations, and deployment conditions of autonomous mobility solutions in a dense urban environment.
The project brings together the capabilities of three organizations:
- Métropole du Grand Paris will coordinate the project with local authorities and stakeholders, provide the framework for real-world experimentation, identify relevant use cases, and oversee the project's public-interest and evaluation objectives Its role is to support the assessment of operational, societal and regulatory conditions for autonomous mobility services and generate evidence to inform future decisions by the competent authorities.
- Bolt, through Bolt Autonomous Driving Solutions, will lead service integration and deployment planning, bringing together the autonomous driving technology, vehicles and its mobility platform to develop a service suited to local needs.
- Stellantis will provide vehicles built on its world-class L4-Ready Platforms™, together with its design, engineering, manufacturing and vehicle integration capabilities.
Pony.ai has been identified as a potential provider of the autonomous driving technology, which will be powered by NVIDIA Hyperion and the NVIDIA Halos safety system. Pony.ai brings extensive global experience in deploying autonomous driving technology in complex urban environments.
The three partners will work with participating municipalities and relevant authorities to identify suitable routes, secure the necessary approvals and prepare for deployment. All services will be subject to applicable safety, regulatory and data-protection requirements. The initial deployment will be independently evaluated to inform any subsequent expansion across Greater Paris.
Evaluation to Support Public Decision-Making
As part of its role in the first phase of the project, Métropole du Grand Paris will oversee an evaluation framework designed to support public decision-making. The evaluation will focus on:
- Operational safety;
- Service quality and user acceptance;
- Mobility impacts and integration with public transport;
- Social and environmental effects;
- Economic and operational conditions for potential future deployment.
Aggregated operational data generated during the pilot will support this evaluation and help assess service performance and integration within the metropolitan mobility ecosystem, in full compliance with applicable data protection requirements.
Patrick Ollier, President of the Métropole du Grand Paris (MGP), declared: “For the past ten years, Métropole du Grand Paris has placed innovation at the service of municipalities and residents, conducting over 70 experiments to address local needs. This partnership builds on that ambition and our artificial intelligence strategy. Alongside our partners and public authorities, we aim to assess the potential of autonomous mobility to meet transport needs, complement existing public transport and contribute to more sustainable mobility.
This experiment will also help inform public decision-making and define the conditions for potential wider deployment. Our conviction is simple: technological progress only matters when it delivers tangible benefits to our citizens.”
Markus VILLIG, founder and CEO of Bolt, said: “Autonomous vehicles will only matter if they solve real transport problems. In Greater Paris, we’re working with local authorities and our partners to build a shared service around local needs—from connecting people with public transport to serving journeys that are harder to make today. Bolt brings the customer platform and operating experience; our partners bring the vehicle and driving technology. This is another concrete step towards a commercial autonomous mobility service built for Europe.”
Ned Curic, Chief Engineering & Technology Officer at Stellantis: stated: “For customers, autonomous mobility should mean more choice and easier access to safe and reliable transportation. By combining Stellantis’ vehicle engineering and deep understanding of European mobility needs with the complementary expertise of our partners and local public authorities, we aim to develop a driverless mobility that complements public transport and makes everyday journeys simpler and more accessible.”
